This current society brings new trends and trade in tourism which bring new leisure proposals and needs that the administration body must ensure to meet.
Therefore the administration ought to offer appropriate structures that are able to meet the most appropriate responses to these needs. Consequently, the Comú of Sant Julià de Lòria created the Department of Tourism and Commerce focused on the concentration, study, and control of any leisure offer available for the visitors of this Parròquia.
Regarding the interpretation and application of this Decree and regulations relating to this, the following is understood as stated:
a) Commercial Promotion: promote trade associations and technical assistance in collaboration with other institutions and organizations. Provide support to implement events for local business.
b) Tourist Resources: All tangible and intangible goods and all the manifestations of the physical, social, historical and cultural reality that may produce or increase tourism flows to this Parròquia or within its territory; the infrastructure of businesses and services targeted at tourism; and the preservation of an adequate level of quality in the provision of tourism services.
c) Tourism stakeholders: either natural or legal person which, such as service providers, promoters of this sector or of specific activities development, employees or consumers, have a direct relationship with the tourism sector.
d) Tourism Administrations: public entities and agencies with jurisdiction over the tourism activities and services, and organizations that, whatever their legal nature is, due to their creation, mission or participation stay linked.
e) Tourism Activities: services and actions aimed at the tourism consumers; and the set of public and private actions related to the tourism management and promotion.
f) Tourist Services: services aimed at meeting the tourism consumers’ demands, including movable and immovable goods that allow their provision.
The Department of Tourism and Commerce is created as an individual unit, organically attached to the Tourism Commission.
The organizational structure of the department consists of a head of department, three members of the administrative staff and part-time staff necessary to carry out their responsibilities.
In their activity, the tourism authorities and stakeholders should pursue the following purposes:
a) Promote the realization of trade fairs, exhibitions, conferences and business meetings of interest to the commerce, industry and services.
b) Promote the development of the economy of the Parròquia.
c) Protect, preserve and inventory, according to the standards of sustainability, tourism resources, and ensure respect for cultural, historical, artistic, territorial, urban and environmental values.
d) Promote the creation, development, improvement and promotion of tourism resources with the necessary consensus to achieve a common impulse, with the unity, strength and agreement between public and private institutions, as well as with the different political forces that coexist in Sant Julià de Lòria.
e) Protect tourism consumers and guarantee the best possible treatment as to information and services they receive and to defend their rights and interests as consumers.
f) Increase tourism flows, both domestic and international, with special attention to tourism of quality, and promote tourism activity as a strategic sector of the economy and employment and as a key factor to territorial balance and prosperity of the Parròquia.
g) Promote the development of new products, activities and areas of interest for tourism and improve the quality and vitality of the destinations, names and tourism brands. (Products: Recovery of the old part of town tourism attraction with the possibility of creating an “arts and crafts” area; Work with the agricultural and farming sector of the Parròquia so as to encourage the creation of rural tourism; Invest in improving the infrastructure to promote the realization of conferences and seminars; Work to make St. Julià de Lòria become a reference as a university town; Create cultural tourism projects ...)
h) Promote tourism as a means of knowledge, communication and exchange between people and cultures while promoting sport, cultural, traditional and popular activities in the Parròquia.
i) Promote quality and competitiveness of business and tourism services and ensure that they are provided under the rules of free competition.
j) Promote modernization of the business and tourism sectors, with appropriate incentives, in order to obtain acknowledgement, systems and quality norms for the services offered.
k) Promote training, qualifications and specialisations for tourism professionals.
l) Promote the use of information and communication technology for national and international dissemination of tourism resources, regarding the relationship between Public Administration and tourism stakeholders and the provision of services and information for consumers; and ensure quality and the innovation of design and contents in the application of these technologies.
m) Promote the reality of the Parròquia as a tourism brand and ensure uniform treatment, as an offer or global tourism destination, in the dissemination of tourism resources of the country.
n) Ensure tourism services segmentation and promote out-of-season tourism.
